Melton Local Plan Partial Update: Main Modifications Consultation

Overview

The Partial Update to the Melton Local Plan (the Plan) has been developed following a series of public consultations held between 2023 and 2025. We would like to thank everyone who participated and shared their views throughout the process.

The Plan was submitted to the Planning Inspectorate for independent examination in March 2026, with public hearing sessions taking place in September 2026. Further information on the Plan and its examination can be found on our Melton Local Plan website.

The Planning Inspectors have now proposed a series of changes to the Plan, known as Main Modifications. These are changes that the Inspectors consider necessary to ensure the Plan is legally compliant and sound.

This consultation on the proposed Main Modifications is expected to be the final stage of the examination process before the Inspectors prepare their final report. Following receipt of the report, the Council will be able to formally consider adoption of the Plan.

The Scope of the Consultation

At this stage in the examination process, the Inspectors are inviting comments only on the proposed Main Modifications and the associated consultation documents listed below:

This consultation does not offer the opportunity to repeat or raise further representations about other parts of the Plan, or seek wider changes, which are not relevant to a Main Modification. Comments made during the previous public consultations and during the Examination process are in front of the Inspectors and will be considered by them in their final report to the council. Please ensure that your response to this consultation relates to the proposed Main Modifications and associated consultation documents listed above.

Additional Documents

For information purposes, we have also published the following documents alongside the consultation material;

  • Schedule of Additional Modifications. This document sets out minor amendments proposed by the council, including factual updates and changes to improve clarity, consistency and readability. Unlike the Main Modifications, these changes are not necessary to ensure that the Plan is sound or legally compliant.

  • Track Changes Version of the Submission Plan. This document shows how the Schedule of Main Modifications would appear if incorporated into the Plan. The proposed Additional Modifications have also been incorporated into it for ease of reference.

  • FAQ (Frequently Asked Questions). This document provides more information about the consultation and how to respond. We recommend you read the FAQ, particularly if you have not responded to a Main Modifications consultation before.

These documents are provided for information purposes only and do not form part of the Main Modifications consultation. Any representations received on these documents will not be considered by the Inspectors.

All representations received during the consultation period will be submitted directly to the independent Planning Inspectors for consideration before they prepare their final report on the examination of the Plan.

All comments must be submitted by 11:59pm on Monday 14 December 2026.
